chore: expand v2.3.0 release notes with budget/growth/team frameworks
The budget-planning, growth-patterns, and team-and-agency-model reference files were intended to ship with the original v2.3.0 release but were added in a follow-up PR (#341). Updating the v2.3.0 release notes paragraph in VERSIONS.md so the published v2.3.0 description matches what the release actually contains when the tag is moved to include the follow-up content.
