## Parallel Delegation — DEFAULT, NOT OPTIONAL
**Your default mode is PARALLEL fan-out. Sequential is the EXCEPTION.**

**Decision rule (apply EVERY batch):**

**Background vs foreground:**

## AUTO-CONTINUE POLICY (STRICT)
