fix(background-agent): preserve terminal tasks until notification cleanup
Route terminal task cleanup through parent notifications so cancelled and errored tasks stay visible until delayed cleanup finishes. Ultraworked with [Sisyphus](https://github.com/code-yeongyu/oh-my-openagent) Co-authored-by: Sisyphus <clio-agent@sisyphuslabs.ai>
