Two call sites built the sync delegate tool gate independently:
sync-prompt-sender's prompt body construction and sync-task's bootstrap
registration. Drift between them would let bootstrap claim one tool set
while the actual prompt sent a different one. Extract buildSyncPromptTools
and route both call sites through it so the registered bootstrap and the
dispatched prompt always agree.
Sync the PR branch with the newest dev branch and resolve the new import-level conflicts in background-agent manager and runtime-fallback tests. Preserve both the delegated bootstrap coverage from this branch and the newer upstream test utilities and runtime wiring changes, then re-verify the affected delegated fallback suites and typecheck.

Capture delegated child-session retry context before the first prompt so fallback recovery still works when session history is empty. Align background and sync launch paths around the same bootstrap contract, clear session-scoped fallback state on every terminal path, and lock the behavior with regression coverage for first-prompt retries, exhaustion, isolation, and cleanup.

Previously, when an explicit model was configured, the agent name was
omitted to prevent opencode's built-in agent fallback chain from
overriding the user-specified model. This removes that conditional logic
and always passes the agent name alongside the model. Tests are updated
to reflect this behavior change.

Call setSessionTools(sessionID, tools) before every prompt dispatch so
the tools object is captured and available for later retrieval when
background tasks complete.
- fix(delegate-task): return error on poll timeout instead of silent null
- fix(delegate-task): ensure toast and session cleanup on all error paths with try/finally
- fix(delegate-task): apply agent tool restrictions in sync-prompt-sender
- fix(plugin): add symmetric idle dedup to prevent double hook triggers
- fix(cli): replace regex-based JSONC editing with jsonc-parser in auth-plugins
- fix(cli): abort event stream after completion and restore no-timeout default
All changes verified with tests and typecheck.
Sync task completion was fragile — detecting premature stability during
brief idle periods between tool calls. Now mirrors opencode's native
SessionPrompt.loop() logic: checks assistant finish reason is terminal
(not tool-calls/unknown) and assistant.id > user.id.
Also switches sync prompt sender from blocking HTTP (promptSync) to
async fire-and-forget (promptAsync) to avoid JSON parse errors in ACP.
