Also moves INSTALLED_PACKAGE_JSON constant to use USER_CONFIG_DIR for consistency.

- getAgentFromMessageFiles() returns 'prometheus' (oldest message from /plan)
- But boulder.json has agent: 'atlas' (set by /start-work)

Priority: in-memory → boulder state → message files
