Fix todo-continuation-enforcer mock isolation

- idle-event.ts: improve import patterns
- non-idle-events.ts: update for test compatibility
- resolve-message-info.ts: prevent cross-test contamination
- todo-continuation-enforcer.test.ts: narrow mock scope
- types.ts: update type definitions
